Pune, Rajkot replace CSK, RR as IPL teams

Pune and Rajkot will be the two new teams  in the Indian Premier League (IPL) for the next two years, the Board of Control for Cricket in India (BCCI) said on Tuesday.

In a reverse bidding process, Pune franchisee was bought by New Rising, a consortium headed by Sanjiv Goenka, chairman of the RP-Sanjiv Goenka Group, while mobile manufacturer Intex won the bid for Rajkot.

Their short-term addition was triggered by the two-year suspension of Chennai Super Kings (CSK) and Rajasthan Royals (RR) after some of their officials and co-owners were implicated in the 2013 IPL spot-fixing scandal.  CSK and RR would return to the IPL fold after serving their suspension.

The announcement was made at a press conference addressed by BCCI President Shashank Manohar, BCCI Secretary Anurag Thakur, IPL Chairman Rajiv Shukla and representatives of the new teams.

Under reverse bidding, the bidders were allowed to quote an amount lesser than the base price of Rs 40 crore set by the BCCI. The lowest bidder was given the franchise. The BCCI will pay the winning party the bid amount that will partly cover for the franchise’s operational costs heading into the tournament.

The bidder could also have quoted a figure running into negative, and in that case, the party would have to pay that amount to the BCCI. New Rising bid in negative (-Rs 16 crore) while Intex also bid in negative (-Rs 10 crore) for their teams after five bids were submitted and as such, they will be paying Rs 16 crore and Rs 10 crore per year to the BCCI.

“They won’t be taking even a single penny from the BCCI but they will be contributing from their side to the BCCI,” BCCI secretary Thakur told reporters.

Among the unsuccessful bidders were Chettinad Cement of Chennai, the company owned by a group led by former BCCI president AC Muthiah.

The director of Intex Group, Kesav Bansal, was excited to be the part of the IPL. “We wanted to make a start in IPL. We will see what happens after two years,” he said, referring to the prospect of having to leave the league after two years.

Players’ draft on Dec 15

The new teams will now get to choose from the top five players each from CSK and RR during a players’ draft on December 15. Both Pune and Rajkot will have a purse of Rs 66 crore each to pick their players.

The BCCI said a franchise workshop will be held in Srinagar on January 13 and 14. The IPL-9 season is likely to begin on April 9, 2016. Meanwhile, Manohar avoided giving a direct reply when asked about the fate of the India-Pakistan series, which is still awaiting clearance from the government. “I am not an astrologer, I can’t predict it. It is Pakistan which needs to decide the venue, ticketing, broadcasters for the series. It is their series,” he said.

Manohar, a Nagpur-based lawyer, also said there was no conflict of interest involving former India captain Sourav Ganguly when it comes to the new Pune team. Ganguly is a governing council member of IPL as well as a co-owner of the Indian Super League (ISL) football team Atletico de Kolkata. The new franchise owner, Sanjeev Goenka, is one of the ATK owners.

“If he (Ganguly) would have been involved with any IPL team, then it would have been a different case, I don’t see any conflict currently,” he said.
